			<content:encoded><![CDATA[<p>Boise real estate owners are trying to keep their homes and in so doing, seek loan modifications, but that is the top fraud complaint in the state right now. Foreclosures were up 89 percent from the previous year, but complaints about modifications leapt from a handful in 2008 to 353 in 2009, according to the attorney general&#039;s office. Loan modification fraud complaints dwarfed every other complaint type this year with Idaho&#039;s Attorney Generals office.</p>
<p>Many of the reports of fraud being reported are outrageous, says Lawrence Wasden, Idaho&#039;s Attorney General. Many homeowners, who are desperate to keep their homes, are charged hundreds and sometimes thousands of dollars, although no attempt to change their loan is made. The Attorney Generals office rapidly sought out and received three settlements and filed two lawsuits on behalf of citizens and victims. This kind of criminal act leaves nearly all homeowners in the Boise real estate market without any avenue to keep their homes.</p>
<p>In order to help many Boise real estate owners receive the loan modifications they were hoping for, the Attorney Generals office even brought in a counselor as a resource. To help out, free foreclosure handbooks were printed up and handed out.</p>
<p>The Idaho Attorney Generals office recovered just over 7.4 million dollars on behalf of Idaho taxpayers, which amounts to just over $12 per taxpayer dollar contributed by the state, according to Wasden. The attorney general also recovered $5.9 million in civil penalties, fees and costs, also the largest amount ever recovered by the office in that category. The state received $31 million in 2009 from the tobacco master settlement agreement negotiated between the office and tobacco manufacturers in 1998. Idaho has taken in an otherwise unseen $254 million as a result over the years.</p>
<p>While only costing the state of Idaho $833,000 and bringing in a total of $44 million, the consumer affairs operations are a very positive force for citizens in general, but specifically for those who own Boise real estate. The department was very effective in the broad range of topics it worked in last year. It prosecuted and settled consumer protection cases with Eli Lilly &amp; Co., other pharmaceutical manufacturers and several businesses. <p>Phone solicitors have had to adjust their tactics as well, with over 900,000 new phone numbers being added to the &#034;do not call&#034; list to avoid solicitations. <p>The median list price of homes, however, fell in January, sources said in a report, which was obtained by Reuters ahead of its scheduled release.</p>
<p>With January posting a 19.8% rate of at least one price reduction per home for sale, February&#039;s slightly lower number of 19.5% has some significance to homeowners and industry spectators.</p>
<p>Asking prices dropped by an average of 6.8% in January to an average reduction of 6.7% in February.</p>
<p>The Boise real estate market has posted this trend consistently over each of the past twelve months, showing a boon for buyers. The February home sales numbers did not look too hot either, considering Zillow reports that an 8.7% price drop was shown over 33% of listed homes.</p>
<p>With a median decrease in prices between January and February of 1.4%, and yearly decrease in February at 6.8%, median home prices rest at $205,000 currently.</p>
<p>The median days on the Boise real estate market changed about four days, from 109 days in January to about 105 days in February sources indicated. However, Augusts days on market numbers were only 90 days on average.</p>
<p>Zillow reported that the Boise real estate market had a median days on market number of 109 days.</p>
<p>What this means for many property owners is that the inventory is being absorbed at predictable rates that would allow for price changes accordingly. Many Boise real estate sellers will have to use this information to plan on reducing their prices to keep pace with the market as it continues to show a slow pace this winter sales season. If this is not taken into account you may find yourself in the unfavorable situation of trying to catch up on a declining market and use up all of your equity.</p>
<p>This allows Boise real estate buyers the time to carefully consider exactly what they want and to patiently plan exactly how they are going to get a home that meets all their needs. There are often greater variances in the prices from book to book on future plays than any other type of wagering proposition. The reason for this is simple&#8211;most books are less concern with what the &#039;other guys&#039; are doing as they are with keeping their own position &#039;in balance&#039;. All in all, the sports betting marketplace just doesn&#039;t react as quickly to changing futures prices as it does to individual game lines.</p>

<p>In a less competitive field, there can be instances where even a big favorite is a good value. For example, lets say a book was to take action on a bikini contest between a Victoria&#039;s Secret supermodel and three members of the Pittsburgh Penguins. The model would essentially be a 100% probability to win the contest, meaning that even a high chalk price would be a good value. Risking a lot of money to win a little is a tough thing to justify, however, even if the math makes sense.</p>
<p>Don&#039;t get seduced by big underdogs: Sports betting is not a place to make the &#034;big killing&#034;. It may happen occasionally, but more often it doesn&#039;t. While a sports book might offer a huge price on a cellar dwelling team to win the World Series, the big payback does not mean its a good value. On a practical level, there&#039;s probably nothing wrong with throwing a few bucks on a wager like this with a huge payback if the impossible occurs. My only problem with this is that making too many bets like this just perpetuates bad sports betting habits. If you&#039;re strictly a recreational player, no big deal. If you aspire to bet professionally, or at least want to pursue it with some degree of seriousness I&#039;ve always maintained that you need to develop discipline that&#039;s not situational. In other words, if you want to be a serious sports bettor you need to approach it with a consistent level of seriousness at all times. If you want to chase a huge, life altering jackpot go to Las Vegas and play the Megabucks slots or buy a Powerball ticket.</p>
<p>On a more theoretical level, a big price alone is no way to justify a wager. The concept of value works the same at the bottom of the barrel as it does at the top: make sure the price you&#039;re getting on an underdog accurately reflects their &#034;true odds&#034; of winning.</p>
<p>Don&#039;t bet one-sided futures or propositions: Though many of these are not futures per se, a lot of sportsbooks offer silly propositions on nonsport events as a way to get publicity, or just to be funny. Its important to make a distinction between this type of silly bet and more realistic nonsport propositions which frequently present good wagering value. Im talking the really outlandish stuff here. Not too long ago, a sportsbook posted a line on Martians landing on earth and painting the White House red by the end of the year. The &#034;YES&#034; was +2500 or thereabouts, which is far from reflective of the &#034;true odds&#034; of this unlikely event. Even if you&#039;re the type that collects classic Art Bell shows on tape and believes in UFOs you wouldn&#039;t place the probability of this happening at more than a fraction of a percent. The book only offered the &#034;YES&#034; side of the proposition, meaning that you couldn&#039;t lay even a huge price on the more likely outcome. Another book had a futures offering for what would happen first with Ashton Kutcher, Demi Moore and Bruce Willis. All of the options were very unlikely&#8211;Ashton and Bruce fighting on PPV and my favorite&#8211;and the longest odds&#8211;Ashton, Bruce and Demi hopping in bed together and releasing a porno video documenting the event. You&#039;d receive a sizable payback if any of the events ever transpired, but I&#039;m not exactly sure how to compute the &#034;true odds&#034; on &#034;when pigs fly.</p>

<p>It was estimated that Gross Domestic Product would increase at a clip of 5.7%, instead it grew at a rate of 5.9% according to the Commerce Department, based on fourth quarter financial numbers. The latest numbers reflect the most rapid pace since midyear of 2003. The fastest quarter was the third quarter which posted a robust 2.2% growth rate. Rewinding time to the 2003 numbers would definitely help the Boise real estate market.</p>
<p>Analysts polled by Reuters had forecast GDP, which measures total goods and services output within U.S. borders, growing at a 5.7% rate in the October-December period. It is looking like the first quarter of 2010 will not continue in the rapid pace of recovery shown throughout 2009, which had posted the most impressive numbers since the worst financial catastrophe since the Great Depression. Even thought consumer spending and the housing markets were down, the fact that businesses increased investment in software and equipment helped add some steadiness to the economy and allowed business to liquidate bloated inventories. This wan&#039;t just a national trend either, as the Boise real estate market saw very similar changes in volume as well.</p>
<p>Stripping out inventories, the economy expanded at an annual rate of 1.9%, rather than the 2.2% pace estimated last month, indicating growth was not being driven by demand. Inventory sales amounts were alarmingly reduced from $33.5 billion to around $16.9 billion in the final quarter. Throughout the latter portion of the summer, inventory sales plummeted to $139 billion. The inventory changes alone were responsible for a 3.88% difference in GDP. This was the biggest percentage contribution since the fourth quarter of 1987. A big lift came to the Boise real estate market through the liquidation of these extra inventories by construction companies.</p>
