Google measured your "relevance" to a search by counting the number of links with the keyword you're being search for in blue link text. Not all links are equal in quality and therefore in value as far as Google is concerned. It wants links of love. It wants to find a link in the middle of some text on your website topic that just happens to link to your website.
How hard would it be for you to get such a link, even on a website owned by a person whom you know really well? Think about that: what if you needed at least 60 links like that and what if you needed them building slowly over the next 30 days, 1 to 3 a day? This is getting harder, don't you think?
